Heroin and Yaba stockpiled in arm camp for official inspection

Production of Ecstasy discussed

Drugs manufactured in the surrounding area of Mongton, a township opposite Chiangmai, had recently been transported to the town's battalion post for safekeeping and anticipated inspection of "elders", said a report from inside Shan State on Tuesday (31 July). 

On 24 July, Captain Han Sein, Commander, Company 1, IB 65 of Mongton (Monghsat District, Triangle Region Command), took 4 civilian offroaders to Hwekhailong, 6 mile northwest of Mongton, and escorted back 30 blocks (21 kg) of heroin and 450,000 pills of methamphetamine. The same amount of methamphetamine was escorted back from Wankang east of Mongton, on the following day. 

"According to Han Sein, the 'elders' from Rangoon would be coming soon on an imspection trip to receive first hand reports on the earnings and the expenses, and they wished to be prepared for the occasion," said the source. 
Captain Han Sein and his battalion commander, Lt.-Col. Myint Sway, have been mentioned several times in previous reports received by S.H.A.N.. 

The source also said Col. Myint Sway had held a meeting with Hsawhsing, a fugitive from Thailand who is acting as his agent and Wei Hsiaoying, younger brother of Wei Hsiaokang, on 21 July at Hsawhsing's home in Nawngpayen, northeast of Mongton, to discuss the feasibility of changing to production of "ecstasy" pills. "They noted that it had been getting more difficult for them to find big buyers for Yaba lately, and all were in favor of the ecstasy project," he said. "But the meeting was inconclusive because the initial running cost of B. 4 million, to be shared equally between the Burmese and Wa, as proposed by Wei Hsiaoying was beyond Col. Myint Sway's authority. He said he would need the elders' approval first because the money would be coming from the common fund."
