The military regime in Rangoon had been distributing secret leaflets among the Burmese soldiers and civilian officials in the Shan State, exhorting them to "occupy as many Shan women as possible", said S.H.A.N.'s source from Tachilek. 

He also sent a copy of the leaflet that he received from an unidentified Burmese officer, who was reported to have told him that he was disgusted with the contents. 

A copy of it was included in "The Shan Case: Rooting Out the Myth of the Golden Triangle", by the Shan Human Rights Foundation in 1993.

(Translation) Special Top Secret. La Wa - No. Ba La Sa/ Ra-013/88 Letter of Exhortation to all Burmese soldiers and compatriots in Shan State All Burmese of the Master stock throughout Burma! Since we love our Burman race as much as our lives, we must help our motherland by perpetuating our race. We all must strive to help and support in every way beginning with economics, social and education to culture, fine arts and literature. Therefore, in order to gradually induce into our fold all the other non-Burmese groups, we must wage an economic and social offensive war against them by using all sorts of tactics such as-money, property, etc. making them think highly of our culture and literature, etc. In order to benefit ourselves racially, all compatriots must be on the offensive and use all kinds of seemingly just and honest stratagems to lure them in various fields as education, social, culture and literature throughout Burma. Since our main aim is to perpetuate our Burman race only, the easiest way to achieve it is to apply the principle of assimilation by occupying non-Burmese women. Our compatriots in Shan State must also occupy as many Shan women as possible. Those who have no sustainable jobs in Mainland Burma should move to Shan State to make a living and as soon as there is any opportunity, should find ways to woo the Shan women. Because most Shan women are lax in observing moral values and generally look up to our Mainland Burmese males, it would be surely easy by using our Burmese ways to get hold of them. Our Burmese compatriots! If we cannot do this now, Shan State will surely become a poison to us. We must all, therefore, unite. We must retain our foot-hold in whatever way possible. Even if we have to leave Shan State for good, we must make sure that our descendants have taken root in it. We must make the non-Burmese women including Shans, become so near prostituting that, eventually, whenever Burmese males give them money or coax them they would easily comply. Burmese compatriots! This moment is the best for us to make our move. As long as you are in Shan State, you must lure the Shan and other non-Burmese women into cohabiting with us by means of money, property, enticement, love etc. Any good son of Burmese who can occupy Shan women would be rewarded by the State in the form of monthly allowances according to the following categories- 1. Common woman - 500/ Kyats 2. Daughter/ niece of distinguished people - 1,000/ Kyats 3. University graduates - 1,500/ Kyats 4. Educated relatives of Sawbwa princes, daughter/ niece of the rich and degree holders - 2,000/ Kyats We, the exalted and noble Burmese race must especially keep in mind and follow the principle of absorption and domination of race by race. Only if we can assimilate and prevail over non-Burmese races, would our victory in Shan State be perpetual. Our compatriots have nothing to worry about money. £ 5 millions worth of Kyats has been set aside and ready for use as special fund for our compatriots in Shan State. Anyone who succeeds in accordance with the aforesaid directives must contact the source of this letter. The top authorities are waiting to help our compatriots. The secret leaflet of directives must be circulated only among Burmese soldiers and Burmese people who promise to keep this absolutely secret. This is the fourth exhortation to all Burmese patriots, who dedicate themselves to race, language and religion. Victory to the Burmese cause!
