The 9 clause agreement among 4 nationalities of Burma was signed today at the market town of Panglong in Southern Shan States.
The pact was signed by General Aung San for Burma, 14 representatives led by Khun Pan Sing of Tawngpeng for Shan States, 6 representatives led by Sinwa Naw for Kachin hills and 3 representatives led by Hlur Hmung for Chin hills. It was witnessed by thousands of people including A.G. Bottomley, Under-Secretary of the Dominions.
Four of the clauses dealt with the transitional period whereby 3 representatives from the Hills people would immediately participate in the Interim Government headed by Aung San, one as a minister for non-Burman affairs and two as his deputies.
As for the post-transitional period, the agreement guaranteed full autonomy, the creation of a Kachin State, rights and privileges fundamental in democratic countries, preservation of the Shans' financial autonomy and financial assistance for Chins and Kachins.
