Shans and Kachins Set The Terms of Union

An agreement arrived between the Shans and the Kachins at the Panglong Conference today fixed the conditions of unity with Burma. 

13 Shans led by Khun Pan Sing, President of the Shan States Council, and 6 Kachins, led by Sinwa Naw of Myitkyina, agreed at 14:300 that Independence "would be achieved sooner through the co-operation with Burma". 
At the same time, the agreement called for 

  • "Same status, rights and privileges" as the Burmese; 

  • "a separate Kachin state; and 

  • "the right to secede . . . if and when we choose". 

If also specified that the non-Burmans "would be responsible for all their internal affairs and would jointly be responsible for common subjects". 

The Chin delegation arrived that evening. 

Aung San, the Burmese leader, was due to arrive on 8 February.
