HUMAN RIGHTS ABUSES IN HTOONG PONG

Independence 21 July 1994

On 21 April, 1994, a SLORC military camp of Battalion No. 426 at Nawng Sung, was attacked by MTA unit. In that attack, one was killed and 2 wounded and the SLORC barracks were set fire.

In the heat of temper, the Burmese troops came encircling the village and killed 3 villagers as follows:

1. Sai Hsong age -	42
2. Loong Khin age-	54
3. Sai Peng age -	35

Following the attack of Nawng Sung (HTOONG PONG) 3 civilians were forced to abandon their properties as mentioned below:

1.	Nan Dar whose house was destroyed and later fled to MTA's Liberated Area on 14 May, 94.
2.	Por Zung Wee lost k.20,000, 1 Mido wrist watch, and 1 motorcycle. Accused as pro-MTA and rolled his shin with bamboo and fled to Ho Mong on 15th May, 1994.
3.	Por Zung Wee, age-35, was accused of contact with and guided MTA by rolling with the magazine on the shin and dripping on his stomach with burnt candle. Took away all his possessions by the SLORC Battalion No. 425 and No.246 of Wan Yin, dated the 25th April, 94.

CUT FLESH

Sai Hsu, age-38, Father-Nyar Nah, Mother-Nai Muay, Nawng Hsim village, Hsipaw Township was tied with the rope and questioned about MTA. But that guy was unable to offer satisfactory information and was killed on the spot. Before he died, they cut his flesh and took away K.25,000 and destroyed all his properties. Even his Buddha Image was chopped in two.

THREE SLORC SOLDIERS

The victim-
1. Name - Sai Sam
2. Age - 18
3. Nationality - Black Karen
4. Father/ Mother - Loong Kham/ Mae Bah Pwoi
5. Native - Hai Oweh, Wan Noung Circle
6. Township - Nam Zang

It was when I was going to finish my ploughing job nearby the village. Unfortunately out came 3 armed Burmese soldiers. One of them was getting closer and tried tying me with five strings at the gun point.

As it turned out, they were just as brutal as I'd thought. But all the same, I reached for my sword and cut that guy and threw his gun away. All at once, the other two guys came and grabbed me and tied me across my back. I struggled, and struggled, and later made us all flying to the ground.

The fellow was Khin Maung Myint from No.2 Coy. of 224th Kengtung Infantry Battalion who led his two men and captured me on 12th September, 1993.

They kept thrashing me. As I was hit in the left eye with their both hands, I could hardly see a thing.

"Any rebels around here?" the leader, with a wooden stick, said fiercely. "They're altogether 5 with one M.16 usually on the move nearby and take rice from your village. You must know, mustn't you?"

What made me really mad was the way the guy acted. So I didn't want to answer them for every question they asked.

They went on kicking me as hard as they could and threatened again and said, "Why don't you answer my question? Now I'm going to hit you black and blue."

Just as if I was their enemy.

When I said "no", they said "yes", when I said "yes", and they said "no". But I was sure my thinking and answer wouldn't go the way they wanted.

"How many rebels going from Loi Oun to Hko Lam?"

"About 300, sir."

"Any of them round here else?" the guy repeated.

"The strength of those from Loi Oun to Ta Hsung crossing the Salween to the East is 160," I said.

Finally they pushed me, I flung out my arm to save myself, hit the face of someone else, heard a cry of anger, and struggled for a moment against a number of hands that seized me.

So saying they began to stab at my stomach, forced me to go home and find out M.16 which accused of belonging to me.

The kick stopped. But the stick they first used had been a big and long one. Now there were only broken ends of it to be seen.

Later they tied me up tightly and kicked and punched my whole body along the way home.

At home, "My M.16 is only this home made one. Take it if you wish!" I said.

After that they led me to Wan Nawng - Goong Keng and set me free there, dated the 18th September, 93, at 9:00 am.
