STAGES OF THE SHAN REVOLUTION 

The following is the opinion of one prominent member of the SSRC. He welcomes constructive criticism from readers. 

"I see the Shan Revolution in 3 different stages: the Resistance against Burmese aggression, transition and then Constitutional rule. We are now still in the first phase. Our paramount aim is to run the aggressors out and recover our homeland. During this phase, I think the military must play the central role and the political wing the supporting role." 

"The second phase comes immediately after the first phase is successfully carried out. Elections are held throughout the country after the people have been thoroughly informed of what they should expect and what is expected of them. The Constituent Assembly is formed from those elected where the future Constitution is drafted." 

"The third phase needs little elaboration from me. After the Constitution is drafted and ratified by the people, everyone shall be subject to the rule of constitutional law. The political wing shall play the central role and the military the supporting role."
