THE CEC MAKES FURTHER CONCESSIONS TO ITS DISSIDENTS

The Central Executive Committee of the Shan State Restoration Council has issued two further bulletins in its attempt to reconcile the dissidents both inside and outside the strongest rebel force in "Burma", which was badly hurt by the June mutiny of Major Karnyord. 

The first, dated August 20, outlines the six principles for national reconciliation, i.e. within the Shan State: "the Integrity of the Shan State, Equal rights and Full self-rule for all races, a Democratic system of government for all, Mutual respect among different groups, Non discrimination based on race, culture, religion and social status and Absolution of past mutual grievances in the interests of the nation's immediate and long-term aims." 

The second bulletin, dated the same day, urges the resistance fighters to exercise their freedom of expression to report the Mong Tai Army's shortcomings and to suggest ways and means as to how to deal with its faults. The CEC promises there shall be no punishment for their criticisms and also to promptly deal with the problems reported by them. 

Meanwhile, reports have reached the S.H.A.N. about Major Karnyord sending Bo Deving, the 74-year old ex-Chairman of the Shan legislature, to talk with the overseas Shans. While many among the MTA's moderates hope that these talks will bear fruit in favour of a speedy reconciliation, there are also fears that further tensions may lead to armed clashes.
