On 22 October 2003, the Muse Literature and Culture Society resolved to hold the celebrations at the old site near the Southern temple at the city's heart and to set up a foundation that would raise funds for building a wall around the festival ground. Accordingly, an application was submitted to Col Soe Win, District Peace and Order Committee, who summoned Sai Awng Myint, the society's chairman for inquiry. No details were known but that his application had yet to receive official approval.
The locals were worried, said sources, as there were rumors that the officials were planning to sell the site to Panhsay Kyaw Myint, militia leader Kholong Lisaw. (For information on Kyaw Myint, see Local druglord, S.H.A.N., 29 September 2003)
In the meanwhile, the society has been busy raising funds by Toksu, a door-to-door request for donations accompanied by local entertainers. "We have already received some 3 million kyat," claimed one of its leading members.
