A copy of a publication jointly issued by 7 armed groups that had signed truce pacts was received by S.H.A.N. yesterday. 

The pamphlet, Chit Kyi Ye (Fraternity), published in September 2003, features speeches delivered by leader of the groups on various occasions and a few articles exhorting readers to strive for a genuine federal union. 

It also includes 3 statements issued by the groups: 

Statement welcoming dialogue between State Peace and Development Council and Aung San Suu Kyi (1 March 2001) 

Statement calling for the establishment of a united, equal, democratic and modern union (12 February 2002) 

Statement deploring the 30 May massacre (1 July 2003) 

The joint editorial group is also working on the second issue, said a source from the border.

Of all the existing ceasefire groups, (not counting the Karenni National Progress Party but counting in the Mong Tai Army that had, in actuality, surrendered), 11 so far have stated their support for Gen Khin Nyunt's 7-step roadmap to democracy:

  4. Pa-O National Organization, 27 December 2003

  5. Palaung State Liberation Army, 23 January 2004

  6. Kayan National Guard, 9 January 2004

  7. Kachin Independence Organization, 29 November 2003

  8. Karenni Nationalities Peoples Liberation Front, 3 January 2004

  9. Shan State Nationalities Peoples Liberation Organization, 7 January 2004

  10. Kayan New Land party, 26 December 2003

  11. Mong Tai Army, 14 January 2004

The rest so far have reportedly presented a list of delegates from each group. They are United Wa State Army, Shan State Peace Council, National Democratic Alliance Army-Eastern Shan State, New Mon State Party and Democratic Karen Buddhist Army.
