The All Burma Students Democratic Front (ABSDF)’s Northern Sector, based in Kachin Independence Organization (KIO)’s controlled area, is unable to participate in today’s negotiations between the ABSDF and the Union Peacemaking Work Committee (UPWC) in Rangoon, according to Maj Min Htay of the ABSDF Northern Sector. “We were told no travel arrangements will be made for us.” He questions the sincerity of the government (SHAN)

Burma Army attacked Loizay, Tangyan township at 19:15 last evening. Fighting continues at the time of writing (09:00 local time). This is the second time since 14 April when the first attack was made. It is forcing Lahu militiamen to spearhead the attack. (SSA statement)

Restoration Council of Shan State/ Shan State Army (RCSS/SSA) holds ad hoc meeting to discuss draft framework for political dialogue, approved by ethnic armed movements’ leaders on 31 March. The meeting resolved to hold public consultations inside Shan State soon. (SHAN)

One of the political prisoners released yesterday by Naypyitaw is Sai Hla Han, around 46. He was serving prison sentence in Tharawaddy under section 17/1. He is said to be the elder brother of Sai Naw Kham, 44, who was executed by Chinese authorities on 1 April. (SHAN)

Burma Army with 3 infantry battalions attacks Shan State Army (SSA) at Loizay, Tangyan township, using heavy weapons. 4 dead and 8 wounded on BA side, according to SSA. Two villagers who went back to their villager also injured by landmine. (SHAN)

Only some 30 people out of 431 people taking refuge at Tangyan’s Aung Mingala monastery returned to their villages, where military activities are said to be at a minimum level. The rest, though assured by Infantry Battalion 291, refused to return. “We want to go back and start our fields,” said a displaced villager. “But both sides are still confronting each other there.” The Burma army had demanded on 26 March that the Shan State Army (SSA) move out from its mountain bases west of the Salween. Some 100 peasants in Ruili, opposite Muse, have been protesting for the return of their farms and paddy fields confiscated by Chinese authorities. The placards hung on their tents read: “Dear PM, return our land,” “We want to work our paddy fields”, and “We want to eat”. Land have been confiscated since 2000 for expansion of Ruili city limits. Each mou (one sixth of an acre) was given ¥ 25,000-30,000 as compensation. 1 ¥ is worth about 140 kyat. (SHAN)
